If you are using a Mac, you can run the built-in Disk Utility to quickly format a hard drive or external hard. For Windows, it offers quick format feature when you right-click the hard drive on the computer. Both Windows and Mac OS offer built-in disk formatting tool. It might be my confusion on NTFS/FAT32/FAT16. Mac has difficult time writing to FAT (my opinion). I agree FATXX should be fine for Windows and Raspbian. It is also the only part of the SD card that Mac can access easily. After all, the Boot area of the Pi is FAT format and it can easily read and write that.
